Q.  Have you built a prototype?

A.   Not at this time.   I am first publishing the idea and seeking critique and suggested improvements.

Q.   What will this solution cost?

A.     The system needs to be competative and the design is simple and hase no complex parts thus is intended to be cheaper per KWh than other solar plants.   It is also far less than the costs incurred by sea level rise.
